The ‘SAVI’ was recently approved as a specialized expert instrument for verifying disabilities. It aims to confirm the existence of permanent or non-permanent disabilities by analyzing data relating to the physical, motor, organic, sensory, mental and psychological conditions of insured persons and their dependents so that they can qualify for a certain social benefit. It is not to be confused with disability certification in the context of occupational accidents and illnesses.
The Evaluation and Verification of Disabilities is the responsibility of the Evaluation and Appeal Commissions, set up by the National Social Security Institute (INSS), and will be made up of 3 (three) national or foreign medical experts and specialists, certified by the Angolan Medical Association, of which 2 (two) will be appointed by the INSS and 1 (one) by the National Health Board.
Article 8 of the Decree states that the assessment, verification, re-evaluation and appeals commissions operate on the premises of the CVI, but it does not clearly and unequivocally define the meaning of this acronym, nor does it indicate its address.
Verification and review of situations of incapacity take place at the request of those concerned or, of their own motion, at the request of the INSS or when there are situations of temporary incapacity that reach 365 days.
